Iran Designs a modern Structure for the Agricultural Guild System; Deputy Minister

As the secretary of the Supreme Supervisory Board of Iran Agricultural Guilds, Shirzad informed on the development of "Composing and documenting working-group" at the county level.

A senior official of the Agriculture-Jihad Ministry pointed that the Cabinet ministers had approved the implementation of the amended version of the "Executive Regulation of the agricultural guild system from March, 20th ,2020

Dr. Hossein Shirzad ,who is also the CEO of the Central Organization for Rural Cooperatives of Iran (CORC), said  the Statute as well as the Code of Conduct for the agricultural guild system and natural resources  have been composed to be approved by the  by the "Supreme Supervisory Board of Iran Agricultural Guilds.

"The First Vice President announced this Code of Conduct to the Agriculture-Jihad Ministry on December, 25th ,2018, and CORC according to the 27th Article of the abovementioned Code of Conduct, started composing the Statute and executive Regulations", Shirzad said.

As the secretary of the Supreme Supervisory Board of Iran Agricultural Guilds, Shirzad informed on the development of "Composing and documenting working-group" at the county level. These working groups should compose the templates of the Statute and Code of Conduct for the unions of the agricultural guild systems, chambers of the agricultural guilds at the district and national level. These templates were carefully studied by the duly authorized representatives of the Supreme Supervisory Council, the Chamber of industries, mining and agriculture, Iran chamber of guilds and simultaneously approved by the "Project and Bills" working group of the  Agriculture-Jihad ministry for to provide to the high supervisory board.

 

The official also implied that the "office of guild and people-oriented " of CORC has developed an executive committee for the new agricultural guild system. The new structure of the agricultural guild system is based on the development of the thematic agricultural guild unions at the counties. These thematic unions include cropping, horticulture, livestock, poultry, aquaculture, natural resources, and agro-processing industries.

The chamber of the county agricultural guild system is developed by attending the Board members of the agricultural guild unions. The Iran chamber of the agricultural guilds is composed of the elected representatives of the chamber of the county agricultural guild systems, the representatives of the agriculture-jihad ministry, ministry of cooperation, labor and social welfare and ministry of energy. 

"The monitoring entities for the agricultural guild system and natural resources will be developed by the membership of the ministry of agriculture-jihad (as the chairperson), Ministers of Justice, industry, mining and trade, health and medical education, energy, cooperation ,labor and social welfare ,Iran     chamber of the trade, industries, mining and agriculture  , Iran chamber of guilds. The secretary of this monitoring entity is located in the CORC. At the county level, the monitoring commissions of the agricultural guilds will developed by attending the counterpart members at the county level.", the deputy minister said.

Underlying the role of CORC in organizing the agricultural guild system, Shirzad noted that according to the envisaged planning, 1200 agricultural guild unions and 420 chambers of the agricultural guilds are going to be developed in the counties during the next two years and the monitoring entities, will developed concurrently, as well.

"Considering the significance of the documentation for the new structure of the agricultural guild system, CORC has compiles the relevant documents for two books titling", "The Compilation of the Rules and Regulations of the Agricultural Guild System and natural Resources ", and "Standardizing and Codifying the Agricultural Jobs; these books were coded under the ISIC system (International Standard Industrial Classification) and are going to be published for the first time in the agricultural sector.
